Well, these folks (http://www.naac-india.com/) think it is and have awarded it a grade of B++ (http://www.naac-india.com/grading.asp) under their charming no-minus grading system, though I'm not sure it isn't as much of a grades-for-cash paper institution as sundry spurious universities of which we have heard disparaging mention.
