A quick quiz question for you:

If you were designing the web-based user interface for a complex, multifaceted, high-profile system for tracking and reporting on all aspects of the higher education process, for use by students, supervisors and administrators at all levels, would you:
  1. ensure that there was a single clear point of access for the entire system,
  2. ensure that there was coherent and consistent branding across all possible points of access, or
  3. HAVE IT DESIGNED BY MONKEYS ON CRACK?

I'd take a simple, single-faceted, low-profile system that someone knocked up during a weekend, and expand it with a series of kludges that seemed to make sense at the time. When it failed to work, I'd institute a series of redesigns on the project, none of which deal with the problem completely, and each of which is abandoned half way thorough the project, having achieved sufficiently much that it's impossible to remove the extra elements added. This process would be done by a series of people who don't understand what the web-site's quite about, who enjoy using overcomplicated techniques, and none of whom communicated with each other before variously being poached, resigning or being arrested due to fraud.
