He's much more interested in taking photos of lorries unloading on double yellow lines.

Double yellow lines mean no waiting at any time, unless there are signs that specifically indicate seasonal restrictions." In other words, unloading on a double-yellow line may be acceptable - it depends on the signage in the immediate environment. "Loading and unloading" is not, as I understand it, the same as "waiting" or "parking".
