I'm a couple of days late, but I understood that owning a TV in order to use it to watch DVDs does not mean you have to have a licence, provided you don't actually use it for watching TV. Keeping it detuned with no aerial (and no set top box if it pre-dates built-in freeview) is generally regarded as adequate.
