I can't even tell if this is spam. It's a fine line, with emails like this. I mean, it's a bit green-crayon, but he hasn't cc'd it to the webmasters of every single UK university, and we do get genuine requests for scholarship information that look like this.
I guess he'll get the standard boilerplate reply. *sigh*
